I was under the assumption, based on what other researchers have stated, that under the PREP Act (Public Readiness and Emergency Preparedness Act) of 2005 and EUA law, that during self-declared public health emergencies (which we in the U.S. are still under) the government has no legal obligation to apply rules governing product safety and efficacy during development, testing, manufacture, distribution and use, and no legal obligations to provide truthful information to the public and also, the product manufacturers (Pfizer, etc.) are exempt from liability.
