I have heard this "barnum statement" many times over. "Reducing inequality" inevitably ends up meaning reducing the means of the middle class, pushing them toward the impoverished class, while the highest "decile" (actually more like the highest 0.01%) increase their share of the world's wealth even more. "Trickle down" doesn't work.
Governments should have no "strategic reserves" of anything, with the possible exception of seeds or potable water which would be distributed at no cost to those who need it in an emergency. Things like a "gold reserve", "bitcoin reserve", et cetera literally means taking wealth out of the system and keeping it in the hands of the ruling class- who will then borrow against it and leave the debt to be paid by.....c'mon you know...the proles. "Reserves" aren't for the benefit of the governed. They are instead additional insurance for the ruling class to ensure that the proles never approach them in terms of wealth.
