If one thinks that going to the hinterlands will save one from a totalitarian government, it's time to consider the definition of "totalitarian". Zhang Yimou's movies from the 80's mainly depict life in China from the rural areas, including a scene where the party has come to the town and demanded that they turn in a dissident, despite the declaration from the town council that none existed. One man foolishly left the room to pee and the others took advantage of his absence to turn him in to the party, who arrested him upon his return to the room and left town, having satisfied the quota.

Of course, this is meant to be somewhat comical, but sometimes that "minor" fiefs jealously guard what little status they have even more so than those above them. In this day and age of Google Earth, military satellites, heat sensing radar, et cetera, there will be no escaping "the grid" when it finally descends upon us as it already has in China.
